Fix Packs, Interim Fixes & Critical Hotfixes

Previously it was my understanding that when a new Fix Pack is released, all prior fix packs, Interim Fixes & Critical Hotfixes are rolled into it.

If so, why didn't 8.5.1 FP2 include all of the files/fixes that are in Cumulative Domino Web Access Hotfix Pack 304.2CHF1 for Domino 8.5.1FP1?

And if the fixes are not included, shouldn't the 304.2CHF1 download show up on Fix Central when viewing fixes for 8.5.1.2 ?
